When Can You Switch Medicare Plans? Every Enrollment Period Explained

Medicare has multiple enrollment periods throughout the year. Here's exactly when you can make changes and what changes you're allowed to make.

One of the most common questions from Medicare beneficiaries is: "Can I change my plan right now?" The answer depends on which enrollment period you're in. Medicare has several distinct enrollment windows throughout the year, each with its own rules about what changes you can make. Here's a complete breakdown.

All Medicare Enrollment Periods

Special Enrollment Periods: Qualifying Events

Special Enrollment Periods (SEPs) give you extra time to make changes outside of the regular enrollment windows. You must have a qualifying event to use an SEP.

  • You move to a new area outside your plan's service area
  • You lose employer or union health coverage
  • You qualify for Medicaid or Extra Help (Low-Income Subsidy)
  • You move into or out of a nursing home or other institution
  • Your current plan is leaving your area or changing its contract with Medicare
  • You were affected by a natural disaster or emergency declared by the federal government
  • You want to switch due to a 5-star rated plan becoming available in your area

5-Star Special Enrollment Period

If a 5-star rated Medicare Advantage or Part D plan is available in your area, you can switch to it once per year at any time. This is one of the least-known enrollment opportunities. Check Medicare.gov's Plan Finder for star ratings.

What You Can and Can't Do in Each Period

During the Annual Enrollment Period (AEP), you can make one change that takes effect January 1. You can switch from Original Medicare to a Medicare Advantage plan, switch between MA plans, drop your MA plan and return to Original Medicare, or join, switch, or drop a Part D plan. You cannot switch Medigap plans during the AEP without medical underwriting in most states.

During the Medicare Advantage Open Enrollment Period (MA OEP), you can only make one change. You can switch from one MA plan to another, switch from MA to Original Medicare and join a Part D plan, or drop your MA plan and go back to Original Medicare. You cannot use this period to go from Original Medicare to a MA plan.

Planning Your Changes Strategically

The best strategy is to review your coverage every year during the AEP, even if you're happy with your current plan. Plans change their benefits, costs, networks, and formularies annually. What worked well for you this year may not be the best option next year.

  1. Start reviewing plans in September when Medicare releases next year's plan details
  2. Make a list of your current prescriptions, preferred doctors, and healthcare needs
  3. Use online comparison tools to evaluate plans side-by-side
  4. Make your change before December 7 so it takes effect January 1
  5. If you're in an MA plan, you have a backup window January 1 – March 31
